Procurement Innovation with Artificial Intelligence (AI) Tools: Commonwealth of Massachusetts

Overview:
This session brings an opportunity to learn about AI utilization happening with our neighbors to the east. Massachusetts is transforming state procurement with two AI tools—ABE and OneL. ABE, the Assisted Buyer Engine, provides instant, policy-aligned answers to procurement questions, reducing wait times and freeing staff from repetitive inquiries. OneL, a large language model, reviews vendor contracts, flags conflicts, and cuts legal review time by over 80%. Together, they improve accuracy, streamline processes, and support procurement officials across 64 agencies. Secure, scalable, and trained on state-specific policies, this dual-AI system sets a new standard for smarter, safer government procurement

These successes were recognized last month at the National Association of State Procurement Officials (NASPO) 2025 annual meeting earning the George Cronin Award for Procurement Excellence (Gold Award). The project was also recognized with the Academic Collaboration Award alongside Northeastern University’s Burnes Center for Social Change.
