Data-Driven Decisions: Building a Culture of Data Literacy for the Modern NYS Workforce

Data plays an increasingly central role in how New York State agencies plan, operate, and evaluate their programs. Yet many of the challenges organizations face with data are not technical in nature — they stem from unclear definitions, inconsistent structures, and a lack of shared vocabulary around how data is created and used.

Data-Driven Decisions: Building a Culture of Data Literacy for the Modern NYS Workforce is an introductory, practical session designed for state employees who work with data in any capacity. The session will focus on foundational concepts such as the difference between data and information, common data quality pitfalls, how data structure affects analysis, and how to think intentionally about tool selection and data governance.

Rather than focusing on specific technologies or coding skills, this talk emphasizes ways to build confidence, clarity, and shared understanding across teams. Attendees will leave with a clearer mental model for working with data, an appreciation for how small improvements can have a large impact, and a foundation for future learning in areas such as SQL, Python, business intelligence, and data modeling.
