John Mascialino   ([email protected])

John heads  Greenberg Traurig's New York Government Law & Policy Practice. He focuses his practice on administrative law, government affairs, government contracts, government investigations, and government-related real estate matters. John counsels private and publicly owned companies and not-for-profit organizations on state and local regulatory, legal, and policy matters with a focus on the clients' strategic objectives and provides advice on matters that will enhance their business opportunities in the city and state of New York. John advises on all aspects of the government contracting process including but not limited to: competitive bids and RFP responses and compliance, bid and RFP protests and administrative challenges, contract negotiation, vendor responsibility and integrity issues, as well as government litigation. John has also previously served as the co-hiring chair for the firm’s New York Office and as the co-career development liaison responsible for the professional development of its associates. John spent several years working in City government, serving as First Deputy Commissioner of the Department of Citywide Administrative Services (DCAS), where he was responsible for procurement of city equipment and supplies and in charge of many city real estate assets. Prior to that, John was Counsel/Deputy Chief of Staff for the Office of the Deputy Mayor for Operations, where he assisted in the supervision of many City operational agencies, was a mayoral appointee to the Franchise Concession Review Committee (FCRC), and also served as Deputy General Counsel of the Mayor's Office of City Legislative Affairs.

Bob focuses on economic development and financing initiatives, legislative counsel and regulatory matters before government agencies. Additionally, Bob represents candidates in New York election law matters. Prior to joining  Greenberg Traurig  , Bob served as the New York City Deputy Mayor for Economic Development and Finance under Mayor Giuliani. As deputy mayor, Bob coordinated the city's economic development policies, oversaw all city labor negotiations, and was responsible for housing and finance operations. Bob also served as Director for the Office of Management and Budget for the mayor's office. In that capacity, he was responsible for the development, negotiation and implementation of the city's $37 billion annual operating budget and the 10-year, $45 billion capital plan.   

Roy Mogilanski  ([email protected])

Roy is a Director in the New York Government Law & Policy Practice for Greenberg Traurig. He advises private and publicly owned companies and not-for-profit organizations on how to navigate the city’s procurement and contracting processes — with a focus on the clients’ strategic objectives and the enhancement of business opportunities. Roy spent more than 30 years working for the City of New York. He most recently retired from city service as the Executive Director of both the Financial Information Services Agency (FISA) and the Office of Payroll Administration (OPA), where he had full development and operational responsibility for the City’s budgeting, accounting, payroll, pensions, personnel, and timekeeping computer systems. Prior to his tenure at FISA and OPA, Roy spent nearly 20 years at the City’s Office of Management & Budget (OMB), where he was Assistant Director in charge of the Information Systems Management unit. In this role, he had oversight and budget responsibility for all New York City government information technology and telecommunications initiatives and operations. His citywide responsibilities included funding authorization, technology planning and development, procurement approvals, and contract negotiations with vendors. Roy served as a member of the Citywide Strategic Governance Board and the Technology Steering Committee. Before assuming the Executive Director position, Roy was the Mayoral appointee to the two-person Board of Directors overseeing FISA and OPA.
