NYS Senate & Assembly Hear From New Chief Information Officer at ITS

During the February 10th Joint Legislative Public Hearing on Governor Cuomo’s 2021 Budget Proposal, members of the NYS Senate & Assembly welcomed Angelo Riddick as new Chief Information Officer of the Office of Information Technology Services. Mr. Riddick is taking on the role of CIO following Robert Samson’s retirement more than a year ago and the temporary appointments of Joe Rabito and Jeremy Goldberg in the interim.

During the session, Mr. Riddick discussed his priorities as new CIO, the goals of ITS, and answered questions from Senate and Assembly members regarding budgetary plans and ITS’ future.


Mr. Riddick is a retired U.S. Army colonel who spent 33 years in the service, including as a senior staff officer in the U.S. Army Cyber Command Headquarters. More recently he was CIO of the Virgin Islands from November 2016 to May 2019, where he oversaw infrastructure recovery efforts after Hurricane Maria. Prior to that he was an independent cybersecurity consultant in Washington, D.C. He has also been a director of business development for cybersecurity at Ryan Consulting in Indianapolis, a Commander for the Office of Security Cooperation in Iraq responsible for equipment installations and operational support, and a professor of systems management at National Defense University.
